Письмо о курсах иностранного языка (на английском языке с переводом)

Hello,
 My name is Andrew, I am 17 years old. This year I'm finishing the secondary school and going to go to college or to the university to get a higher education. Recently in the daily newspaper I have read the announcement of the foreign language courses at the community center for the organization of one's activities. Unfortunately, I do not know what they are called. I'm very interested in these courses, because I want to connect my future career with languages​​. But there is one problem: I am not a citizen of this country. I'm a foreigner. That's why I would like to ask if foreigners can take part in these courses? I look forward to your response.
